Looks like the work statement assigns NEPA reviews and the preparation of categorical exclusions to the construction contractor itself — "Frankenstein’s Exclusion" industrialized (term coined by MI AG in response the "absurd" (from MD federal court ruling) justifications for being exempt from NEPA. Coalition to Shut the Camps has been banging this bell hoping an AG with some spine would respond -- this is industrial scale corruption that DHS performed across dozens of states from the start of this process and will continue unless they are injoined from repeating the fraud over and over. This is what "wack a mole" strategies have gotten us. We won on many warehouses and DHS reroutes using the same fradulent playbook to achieve the same outcomes in States less likely to fight.

I’m thinking there should be a way to require that these facilities include design elements that allow the next Administration to turn the disgusting prison camps into temporary homeless and supportive housing.
Sure, b/c there is profit to be made in the trump regime for concentration camps, killing goon squads, and corrupt contractors. trump’s Republicans do not care if they are torturing or murdering citizens - cruelty is the point. They want us to fear them and comply in advance.
This seems like it is a scam to benefit contractors with kickbacks going to the President, numerous Secretaries, and other political appointees.
We should cancel all these contracts on January 20, 2029. It is incredibly hard to sue the federal government, and a suit is a black mark for any future contracts. Also, the government has a lot of power in these contracts, and these ICE contractors will face an uphill battle from a future administration that is hostile to these contracts.
Are utilities, like electric, water, and sewer required to provide service or increased service to these sites? Are state and local governments required build or permit building access roads at these sites?

The federal government may own land or buy land, but it seems like compelling services is constitutional Takings clause violation.
This is F*CKING INSANE!!! They need to stop asking for more money - the amount they were allotted should’ve been enough to last at least till the end of this year. Instead of trying to build more inhumane housing, they need to focus on TRAINING! The conditions of these places are outrageous, and you know each one of the cells is not meant for one or two “detainees”.

Without environmental impact studies as well as the way all of our water, gas electric electricity costs that will be passed down to us in the community will be outrageous. They will destroy us financially and drain our water supply among other issues. Do not believe anything coming from this administration. They already told us they were abandoning the idea of using this former warehouse but less than two weeks later it was discovered they lied and had plans to continue to create a new hell hole to torture families. 💙
