What prevents a future administration from cancelling the contracts?
Most parties can't just cancel a contract unilaterally, but the federal government is different. If the government doesn't want to maintain a contract, it can make it extremely burdensome to the contractor, including making it difficult for the contractor to receive any future awards.
I think the properties that are acquired for DHS immigration enforcement should be repurposed for purposes outside of DHS. GSA manages the properties. Would that require approval from Congress?
The unconverted warehouses could be used by other departments and agencies. The other properties could be converted for non-carceral use. The key would be to transfer the properties to the other parts of the government ASAP under the next administration. Then, strip out all the ICE apparatus so that it would immediately not be suitable for carceral use. Finally, convert the properties for the new use.
Similarly, the ICE/BCP/HSI/ERO workforce could be shrunk by transfer to other parts of DHS or the federal government or layoffs.

Crime, Wages, Housing, Healt Care, Education, War, and Religion. In wave after wave from the Irish, Italians, Chinese, Japanese, Enslaved of every spectrum of melanin, we always blamed THEM. Those people, using them to create this Detention Industrial Complex that can turn any enemies of the state into the product line of a soul crushing machine.
