If the judge doesn't grant the preliminary injunction, the state will appeal up to the Supreme Court, probably. The Supreme Court is likely to issue a decision on the shadow of.

If the preliminary injunction is not granted, DHS starts the work on the site. There will still be the problem of water, sewer, electricity, and access, like in Maryland.

What if state and local government don't approve the additional resources? If they don't, I assume DHS will sue, which will mean another excursion through the courts.

Can DHS operate the facility with inadequate resources?

As we see in Maryland, it's not out of consideration for ICE to truck in water and portable bathrooms instead of outfitting the site. They have more money to spend than they know what to do with.
