ICE targets Hagerstown site as part of nationwide detention expansion, leaked document shows
Site visits scheduled this week for facilities across country as Trump administration prepares mass deportation operations
A document circulating on social media since Monday identifies a proposed 1,500-bed immigration detention facility in Hagerstown as part of a 15-site national network that would allow authorities to hold more than 85,000 people simultaneously—what would be the largest expansion of detention infrastructure in U.S. history.
The document, marked “FOR OFFICIAL USE ONLY,” details facilities U.S. Immigration and Customs Enforcement appears to be evaluating ahead of the Trump administration’s promised mass deportation campaign. Listed site visits are scheduled for this week.
The origin of the document could not be determined, and its authenticity could not be independently verified. However, specific details in the document—including addresses, square footage, and technical specifications—match publicly available property records and federal filings. The document also includes names and phone numbers that appear to correspond to government personnel and contractors.
The Maryland facility would occupy 825,620 square feet in Washington County, where federal records show strategic access to major interstates and proximity to regional air transport.
The Department of Homeland Security has not publicly announced plans for detention facilities in Maryland.
Local Congresswoman Previously Vowed to Fight Facility
Rep. April McClain Delaney (D-Md.), whose district includes Hagerstown, released a statement in late December vowing to oppose any detention facility in the area after earlier reports of the proposal surfaced.
“I am outraged by reports that the Trump Administration may be considering the construction of an ICE detention facility in or near Hagerstown,” McClain Delaney said at the time. “If true, this proposal is unacceptable—and I will fight it with every tool available to me.”
The congresswoman said she had demanded full transparency from DHS and ICE, including all planning documents and contracts related to any proposed facility in Washington County. She said she was scheduled to meet with ICE’s Baltimore field office this month.
“Hagerstown is not a dumping ground for a broken federal system—it is a proud community built on fairness, decency, and the rule of law,” McClain Delaney said.
Rep. Delaney's office could not immediately be reached for additional comment.
Maryland Site Part of Broader Build-Up
The Hagerstown proposal follows months of federal contracts throughout the Mid-Atlantic signaling expanded enforcement operations, including detainee transportation services covering Maryland and 15 other states and a $14 million furniture purchase for ICE offices in Baltimore.
The listed property at 10900 Hopewell Road sits near Interstate 81 and Interstate 70, five miles from Hagerstown Regional Airport. The warehouse is currently available for lease.
Securities and Exchange Commission filings describe the 54-acre site as offering access to “more than 50% of the nation’s population by overnight truck” and four major East Coast ports “within a four-hour drive.”
Four ‘Mega Centers’ Planned for Southern States
The leaked document further designates four locations as “Mega Centers” with capacities of 8,500 to 9,500 beds: Hutchins, Texas; Social Circle, Georgia; Marshall County, Mississippi; and El Paso, Texas.
The leaked list includes names and phone numbers of government personnel and contractors, as well as technical specifications matching public property records.
Washington County officials could not be reached for comment Tuesday. Maryland Gov. Wes Moore’s office did not immediately respond to questions about whether the state had been consulted.
