Ted Kennedy knew, when he sponsored the bill to create the Unaccompanied Alien Children Program, that UACs were being smuggled into the U.S. illegally.
The program was created to house smuggled UACs, separate them from law enforcement agencies in order to protect their families from immigration enforcement, and hand them to illegal aliens in the U.S. without exposing those adults to deportation risk.
Yes, this was always what the program has been for. Enabling illicit child smuggling.
But illegal aliens are difficult to vet, and fraud is rampant throughout the program.
When these smuggled kids are abused, labor trafficked or sex trafficked afterwards here in the U.S., to pay a smuggling debt or to satisfy an abuser, they have no one to turn to.
Whenever influxes occur, vetting standards loosen in order to move the children through the system faster. This increases the risk of dangerous placements and trafficking. A whistleblower named Jason Piccolo complained to Senator Grassley about this in 2015. Congress knew but did nothing.
But given all the time in the world, a background check on an illegal alien is basically useless.
The program is inherently dangerous, very expensive and cannot be made safe.
But a bipartisan Congress continues to fund the program at Biden-era levels, and Trump has not asked Congress to end it.
